feat(Streams): Healthcheck #246

Adds a HealthCheck facility, based on the metrics that have been in place for some time

This can be used to have Reactors abend after a given handler experiences continual unhandled (Classify does not tag them) exceptions, or a continually stuck (but not erroring) stream
