Tower 'Secret' level not consistent between editpos.php and track.php #39

editpos.php allows Tower 'Edit' and Tower 'Secret' to edit a pos. This seems 
consistent with an increasing level of access. track.tpl does not allow 
'Secret' to edit towers other than their own.

You man want to apply the same fix to the access of other corp towers as well.

I was actually also missing the edit for secret other corps too(52).

Is there a character name or something you like to go by as I'd like to give 
you credit in the patch notes.
