Update POS Tracker to support Fuel Blocks #48

Due to the new future patch:

The POS Tracker needs an overhaul on pretty much 75% of its functions. Tracker 
must be ready before the final switch over downtime happens(no date yet).

It looks pretty.

The majority of it is pretty much functional though but there are still a few 
random ends that need to be updated. If it were to be released today it would 
be technically usable. I should be able to have a version out sometime next 
week for people who wish to test. Though it won't have any support for the old 
POS fuels besides telling what is needed for manufacturing. :)
