Stront timers off in 5.2.0 #58

Comparing 5.1.4 to 5.2.0 it appears the stront calculation in 5.2.0 is not 
taking sov status into account.

5.1.4
Small Amarr tower in system with sov
2550 (1d 10h)

5.2.0
Same small amarr in system with sov
2550 (1d 1h)

5.1.4
Large Minmatar no sov
13800 (1d 10h)

5.2.0
Large minmatar no sov
13800 (1d 10h)

I can find no mention of a sov change in any of the dev notes and have not seen 
it on my sisi testing.

Aww craps I knew I forgot something. Yeah there's suppose to be sov there it's 
just I forgot to include stront in the new sov method.
