Optimal fuel under sov off in 5.2.0 #60

I've only looked at this for a large Caldari tower, but the tracker lists the 
optimal fuel amount to be 27990 when you can actually fit 28000 into the fuel 
bay.

Sov bonus is 25% and here...

28000 x 5 = 1400000 = Max fuel allowed into a tower

No Sov: 28000 Fuel Blocks / 40 = 700 Hours

With Sov: 27990 Fuel Blocks / 30 = 933 Hours

So no, 28000 is not optimal because the tower will not get another hour since 
you only have space for 10 more fuel blocks. So in other words, invalid. 
Optimal is perfect.
