What steps will reproduce the problem?
1. Having a tower running in your sovereignty space
2. Looking at the fuel/stront consumption on individual towers and on the admin
tab

What is the expected output? What do you see instead?
Small, medium, and large towers should consume 8, 15, and 30 blocks of fuel
respectively when your alliance owns that space where your towers are and
strontium needs are reduced by 25% (from 100/200/400 to 75/150/300)
What version of the POS Tracker are you using?
POS-Tracker Version: (5.2.0)
