I did a fresh install and so this could be a user=ID10T error but after running version_20171107_install.sql I was unable to login as my database was set to an outdated schema (20150416)
version_20171107_upgrade.sql did, of course, fix it up.
Inspecting previous _install scripts the schema appears to match the current version, so this appears to be a (minor) bug.
