standardize references to RFCs in the docs #99

we have links to URLs, rfc #### and rfc#### in the docs (and possibly more with difference test case, I didn't check. recommend standardizing these eg L<RFC 2920|https://www.rfc-editor.org/rfc/rfc2920.txt>
