Adding blocklist to iTransmission #95

How do I add a blocklist to iTransmission. I have found the blocklist directory 
and am able to copy files but cannot find if I need to add a link to the file 
or add the actual file. If I need to add the file in what file lformat schould 
it be gz,  zip or 7zip?
