Dupe taxes #42

The Tax adjustment should only be created once. Subsequent calls should update the adjustment amount

Yeah, I've Had this code running on my site since late Aug~sept time. Without it it was creating a new Tax adjustment for EVERYTIME the order did a taxcloud lookup. Thanks!
