Added kernel .config that works with docker #1

This may not belong in this repo. It's a sample config to build a kernel on the Jetson tx2 that will run docker.

This is interesting. I need to decide how to incorporate something like this in a more general case. Would you consider writing a little for a post on JetsonHacks saying how you use it with RPI images?

L4T 28.2 now includes Docker kernel support.
