ros install failed #1

i have run the install script but got error as below,could you please tell me what's wrong?

I'm using nvidia tx2,ubuntu .

The ARM 64 packages do not appear to be available on the ppa server that is selected:

Err:12 http://ppa.launchpad.net/relan/exfat/ubuntu xenial/main arm64 Packages 404 Not Found This particular server does not appear to have a Xenial (Ubuntu 16.04) release. This is probably related to your geographic location and firewalls.

Yes,as you said ,i am in China and cannot access to some websites . But i had searched google and found some answers like xenial-repository-does-not-have-a-release-file,this should be a solution but not works for me.

Running it from the US here, on TX2, and it doesn't work any better. Looks like a bunch of packages are not available in the Universe. Attempting (e.g.) "sudo apt-get install ros-kinetic-actionlib" gives the following:

Running dpkg --get-selections shows no held packages at all, so not sure where to go from here.
