Include `SPDX-License-Identifier` in LICENSE.txt and NOTICE.txt #111

The license here is currently declared as ...

Both the LICENSE.txt and NOTICE.txt should have SPDX-License-Identifier: BSD-2-Clause at the end of those files.

We should also include the Bundle-License: BSD-2-Clause header in META-INF/MANIFEST.MF
