Create a functional way for modifiers to be improved through a level-up process.

Will create a simple process that will add 1 point to adds and .01/1% to mults. This will require function call on mods that does most of the work. Equipment/ability will trigger mod call. Roles and Armor will rebuild stats and character should call updates from Role and Armor
