Constraints for phone number for Owner is too restrictive

Issue

Phone numbers should be allowed to include country calling codes and might also not be only limited to 8 digits.

Expected

For the owner to be successfully added.

Actual

The phone number was rejected and an error message was sent - "Phone numbers should only contain numbers, and be exactly 8 digits long".

This feature was considered previously. Thanks for raising this concern!

Upon previous discussion, we chose to continue to restrict the phone number to strictly Singapore numbers. This is because clients who enter the clinic are expected to be on-site. A foreign number would also incur additional costs to the clinic and cause administrative mess.
