Question about the TransWeather #76

Hey @jeya-maria-jose,

It's really interesting of the Transwheathe in CVPR22,

However, I found there is one file named utils.py missing, and how to organize the train/test dataset is also not clear.

May I ask if you can take care of these issues?

Thanks for giving the codes of Transweather , but I also found there is one file named utils.py missing,so I could not debug , shall you give the utils.py code ?
