We are adding asynchronous background processing mechanisms to handle certain workloads (i.e. usages and audits and notifications).

TODO:

[ ] Establish Ancillary API
[ ] Establish Workers
[ ] Establish Azure Functions and Aws Lambdas to trigger from their respective queues
[ ] Deliver messages to queue
