Migrate from vue 2.6 to Vue 3, also Webpack and Babel to Vite, Jest to Vitest.

[x] Vue 3 Setup with Vite (basic from cli)
[x] Migrate util/service files
[x] Migrate Vuetify
[x] Migrate Toastify
[x] Migrate all views
[x] Migrate all components
[ ] Verify all works again
