Add Slice identifier for UserId & ServiceOrgId in Account Resources

As per the API requirement on billing maintenance, DA to create a slice for the below fields in Account resources.

• Account.identifier:PayerAccountID
• Account.identifier:UserId
• Account.identifier:ServiceOrgId
