on and ontime tx parse problem #138

If I write an ontime tx without a timer: (ontime stateA -> stateB)

The program thinks is a normal tx with event "time", this should be a parse error

Fixed in LiveRobotics-Parser-johanfabry.75 and LiveRobotics-Tests-johanfabry.74
