Need to update META description for the INDEX.php, NOTEATEN.php, and TEST.php pages.

Some example changes are listed below, where the bold city or state text is dynamic.

Here is a list of restaurants in the New York State area. Ate Here is the creation of John F Croston III, who lives in the Washington, DC area and works in accessibility along with being a lover of food and live music when he travels.

Copied this information from #427 which is much the same so don't need both. So I'm going to close that one.

Need to add meta tags by removing no longer used ones such as the following:

property="keywords"
property="description"

Should replace PROPERTY with NAME or remove PROPERTY.
