I see the following in journalctl -f when attempting to pair my bluetooth keyboard with the blueman-applet gui:

https://git.kernel.org/pub/scm/bluetooth/bluez.git/tree/src/bluetooth.conf uses policy at_console, which this post from 2014 says is an "old relic" and should not be used anymore: https://lists.fedoraproject.org/pipermail/devel/2014-May/199004.html
