Paid apps are shown but cannot be bought #152

Steps to reproduce:
1. Open Market
2. Select a Paid App
3. Touch the blue button where the price is shown

Expected Output: 
Move to Google Wallet authorization step

Current Output: 
Message Box labeled "Error" with text "Sorry, purchases are not enabled in your 
country at this time." is shown, no transaction can be made

Market Version: 3.4.4

(Either there is no log output for Android Market or MarketEnabler or I 
couldn't find them. Used "Log Collector" to get the logs. I can look for more 
if you can help)

I'm from Dubai and I used market enabler on my Samsung GS2. I can see paid 
apps, but somehow when I touch the blue button, it says The item you are 
attempting to purchase can not be found. What's wrong here?
