What steps will reproduce the problem?
1.Open ME
2.Apply any US provider
3.Problem produced

What is the expected output? What do you see instead?
It says "Done and set." And the "Actual values: gsm.sim.operator.numeric" has 
changed to a different number. 

What version of the product are you using? On what ROM?
Newest ME on lastest ROM (sc04eomuami1)

Please provide any additional information below.
