Article owners without News.Content.Manage permissions wont be able to edit their articles #14

Right now, any user who is not an admin with News.Content.Manage permissions can't see their news articles to edit them. Need to think on and revamp the article creator level permissions for news articles as I intended for original submitters to possibly have access.

Closing this as now we'll leave the ability to manage news in the hands of the site admins and editors.
