Global hotKey #13

Simply want the hotkeys to be Global.

It will send the image to the actual tabbed user.

Send as file would work better, would allow me to send what i want, when i want.

Purple library version (libpurple) : 2.7.3

Operating System :
XP 32bit sp3 french
