The building's second water meter needs to be re-activated #4

(Note: this may be already fixed, but since it hasn't been verified yet I'm leaving this issue open for now)

Currently only one of the building's two water meters is functioning. This is bad because it means the building's full water usage goes through a single meter every month, which interacts badly with the "tiered pricing" model that PWP uses to bill us. We need to the second water meter to be re-activated so that our building's water usage is shared between the two meters, so that we don't have to pay second or third-tier building rates so often.
