Update Latest Xray Version & Set RabbitMQ Channel Max Property #199

RabbitMQ channel_max by default is 128, this is too low for enterprise environments. Setting to 0 for unlimited has not seemed to be an issue in the large scale enterprise environments
Tested at 530 concurrent channels in 2 node HA RabbitMQ/Xray cluster.
Xray worker settings: Index: 12, Binary Manager: 50, Persist: 24, Alert: 100, Analysis: 24, Impact Analysis: 24, Notification: 12

Update default env to 2.11.9

Thanks for the contribution and info @bradleycherrin . Note that this repository is deprecated and you should consider upgrading to the new unified platform version of Artifactory and Xray. Both now have a Docker compose official installer.
