build info issue with - SEVERE: Failed to download from xxx when buildinfo publish #778

Describe the bug Build Info losts Artifacts information

To Reproduce

Create a policy with "Block Download" & "Block Unscanned Artifacts" for the build.
upload docker image(with some block issues)
can the build and return empty issue, due to the no artifacts here.

Expected behavior

Build info should be complete
should add properties successfully.

Screenshots Got 403 Properties failed: Build info without artifacts: No scan issue here:

Extractor version: artifactory-plugin:4.0.1(latest)
Operating system: MAC/Linux
Artifactory Version: 7.71.4(latest)

Additional context Add any other context about the problem here.
