Scan Applicable issues per workspace and not per descriptor #375

Scan Contextual Analysis (Applicability Scan) per workspace and type and not for each descriptor. (Saves time and duplicate scans)
in addition fix an issue where multiple descriptors can add ApplicableTreeNode for the same CVE applicable location
