Increase Graph scan timeout to 30 minutes

Increase graph scan timeout to 30 minutes: (10 seconds interval) * (180 attempts) = 1800 seconds.

Fix tests:

• Replace username and password with access token
• Replace Appveyor with GitHub Actions
