Select1 does not dispatch xforms-deselect event. #471

What steps will reproduce the problem?
1. Open test 4.6.3.a
2. Select a value for the select1
3. Select a different value for the select1

What is the expected output? What do you see instead?
The repeat should display an entry of: "xforms-deselect (select1)", 
however this event never takes place.

Please use labels to indicate the version, operating system and browser
that you are using. Also, add some text below to provide additional
information.
