W3C Test 9.3.7.a copy element fails manually on both FF3 and IE7 -- marked as passing #501

What steps will reproduce the problem?
1. Run test manually
2. Under FF3 the select control is not visible or functional
3. Under IE7 the select control is visible but not functional

What is the expected output? What do you see instead?
