W3C Test 9.3.7.b binding fails manually on both FF3 and IE7 -- marked as passing #502

What steps will reproduce the problem?
1. Select control not functional on FF3
2. Binding exception on initial page load in IE7 does appear, then select
is not functional
3.

What is the expected output? What do you see instead?
