hint element does not work in Internet Explorer #504

The attached form contains a very simple input control that contains a hint 
element. When I run it on my machine in Internet Explorer 8, hovering the 
mouse pointer over the input control has no effect. On my machine in Firefox 
3, hovering the mouse pointer over the input control correctly causes the 
hint element to be displayed.
