Map controls should be stylable #512

Various aspects of a map control should be accessible to form authors via
CSS. For instance, the size, zoom level or whether to adorn the map with
navigation controls.

After discussing this with Mark B, it has become apparent that using CSS
properties may
not be straightforward to do in a cross-browser fashion. So I'm updating the
title to
remove the mention of CSS and then I'll explore implementation ideas as I go
along.
