IE7 Fails to display xforms-rebuid event in Test 10.8.1a, 10.8.1.b #524

What steps will reproduce the problem?
1. Open IE7 run 10.8.1.a and 10.8.1.b

What is the expected output? What do you see instead?
Expected is a new div containing the xforms-rebuild message. The actual
output is nothing. This test is now passing in FF after a special case was
added to the decoration to ensure that dispatch events where given
<pe-value> tags to contain the name of the event.

I'm assuming that this is an event issue perhaps the set-up of the event in
IE compared to FF. Issue 375 and Issue 376 are promoted for review.
