Look into UX.getPropertyValue() issues with submission headers #527

r2914 reverted some changes in xforms-submission.js around getting the values 
of headers.  Previously UX.getPropertyValue() was used but a regression has 
occurred causing this function to return incorrect results for headers.

Investigation needs to be done into what has changed and how to fix it.
