Update Test 8.1.a to change the navindex values #572

To make sure that the test 8.1.a proactively ensures that the navindex and
the tab order are correct WC3 need to be notified to change the navindex
values so we are sure that the XForms engine is correctly jumping based on
the navindex value and not on the order in the inherent XHTML.
