Remove method dispatchExceptionEvent() from xforms-core-functions.js #593

Once all of the XPath functions have been moved out of xforms-core-
functions.js, we need to ensure that the method dispatchExceptionEvent() in 
that file also gets deleted. It has been duplicated to the XFormsProcessor 
object, to enable usage by the migrated methods, so there are two copies of 
it for now.
