Activation of submit control causes multiple dispatches of xforms-submit event in Safari #595

In Safari, if you have a simple form containing a submission, an xforms-
submit handler and a submit control, it can be seen that xforms-submit occurs 
multiple times.

Firefox and IE appear to be fine.

Attaching a form that demonstrates this problem. My initial suspicion is that 
this may 
be related to the problem that caused issue 525 in Safari.

This is indeed caused by the same problem as caused issue 525. I've proposed a 
fix for 
review at r3116.
