"checking for curl-config... no"
Your libcurl install is missing libcurl development setup, or is otherwise somehow broken.
Is there anything I should do to set it up for development other than installing libcurl3 in synaptic? How should I go about figuring out what's broken?
derp .. nevermind. I didn't have the curl header files. feels stupid ;)
On my 11.04 ubuntu box i've solved it via: sudo aptitude install libcurl4-gnutls-dev

look for lib path at debian packages website at files section and run before configure export LIBCURL_LIBS=-L/path/to/libfile export LIBCURL_CFLAGS=-I/path/to/include/dir
I got the 0.8.1 tarball, extracted it, cd into the directory, and ran "CFLAGS="-03 -Wall -msse2" ./configure

and then exits. I'm pretty sure that my computer has libcurl3 7.21.0 installed. I'm on Ubuntu 10.10, if it helps. Would appriciate any pointers you could give on how to get it working. Thanks!
