As previously stated no exception for not decoded HTTP message bodies In ParameterCollection the separator is semicolon the charset is somewhat optional as stated in rfc2616 para 3.7.1, if not specified the default is ISO-8859-1

the 2 initial commits are rollbacked in the third.... didn't know how to delete them
