The problem with the current reputation system is that the user is not owner of his/her data (reviews, successful interactions, ratings). Instead, each platforms owns the data on which the reputation is built. Thus reputation is locked to each platform and not transferable. A global trust fabric should give users ownership of their data, empowering them to proof to other's that they are indeed trustworthy.
I think the ultimate goal of this line of research is to create a new layer on top of the free internet, a layer with no owner. This layer is a trust fabric which connects all users and allows strangers to have trust in one another in order to perform transactions online. But we are not there yet. Currently consumer to consumer transactions are made possible through Collaborative consumption platforms such as Airbnb, Uber or others. There trust is established through reviews, ratings, profile description, pictures of people and the product, badges (trusted user).
