Per request from Mattias for better EPEL support:

We should add a LICENSE file to the top-level directory with a copy of the Apache 2.0 license
We should add a set of release notes and a basic README file.

I'm going to add this to the 2.0.5 branch and cherry-pick forward to v2.0 and master.
