Lift upper bounds on skylighting, json and hoauth2 which need no further changes
mtl >= 2.3 removed a lot of re-exports which needs quite a bit of import shuffling

Sadly there's no valid build plan with mtl >= 2.3 at the moment, since ConfigFile doesn't support it. I did test the build with mtl >= 2.3 though, by applying https://github.com/jgoerzen/configfile/pull/12 to ConfigFile for testing.
