This MR adds a simple Dockerfile using Python 3.8 -- mostly for my personal use and for others that might be interested
It voluntarily ignores the CI part of it -- could be added if you prefer but probably as a separate MR, or rather by rebasing #3 which seems reasonable about it as far as I can tell
