Adding an export/import function for customized link collection data #185

See title, it would be usefull for transfering a list of all customized links e.g. from one browser to another.

@jgpacker, it could be the right moment to think about a format easy for you and working well on the wiki.

We have https://wiki.openstreetmap.org/wiki/Talk:OSM_Smart_Menu#France and now https://wiki.openstreetmap.org/wiki/OSM_Smart_Menu#More_examples_for_advanced_method_using_custom_code where IMHO, the coverage (admin_level + name? or OSM id) is missing. Maybe a template could help... or not.

By the way, @sun-geo, in 1.5.0 you can already sync your list between your browsers. @jgpacker, it means you've already such a format. Maybe some extension is needed (like coverage, favicon...).
