Layers not preserved in SVG export

When I try to export in svg a diagram using multi-layers, the layers are merged in the svg files and the objects are grouped.

Impossible to export it correctly to interoperate with svg applications using layers functionnality (like inkscape or sozi for my tests)

No progress with this export: svg layers are not export as expected :

layers are grouped
objects are grouped to (in inkscape 1.01 exporting from 17.5.9 desktop edition (.deb)

This cannot be implemented with any reasonable amount of effort.
