Following #276, this PR increases the supported Python version to 3.10.
@mmann1123 @rdenham I removed a test that uses the load() method. I think that one is fairly low priority and has been around from the beginning with little to no upkeep. At some point, it will probably be worthwhile to do some housekeeping and phase out some stale methods.
